Chartered Governance Qualifying Programme

With effect from 1 January 2020, HKICS will launch a new qualifying programme, Chartered Governance Qualifying Programme (CGQP), which replaces the current International Qualifying Scheme (IQS). The first examination diet under CGQP will be the June 2020 examination.

CGQP is an internationally recognised programme with the curriculum developed by The Chartered Governance Institute (formerly known as The Institute of Chartered Secretaries and Administrators (ICSA)) and adapted by the Institute to meet local needs and applications.

CGQP is designed to meet the governance needs of today’s organisations. It equips company secretaries and governance professionals with the knowledge and skill set to support the board and senior management in corporate governance and regulatory compliance.

Students who have successfully completed the CGQP will be admitted as a graduate of The Chartered Governance Institute and HKICS. Our graduates who have gained the required work experience may apply to be elected as an Associate or Fellow. They may then be awarded the dual designation of Chartered Secretary (CS) and Chartered Governance Professional (CGP). Both the CS and CGP qualifications are internationally recognised and transportable.

  

CGQP Programme Structure

CGQP consists of two parts covering seven modules, of which six are compulsory and the seventh is chosen from two electives. The structure allows students to learn and undertake the examinations in a progressive manner.

Part One of the CGQP comprises four modules which aim at building students’ technical knowledge in governance, law, finance and compliance. Part Two covers four modules, of which two are electives, and it seeks to enhance students’ comprehensive understanding of risk, strategy, and boardroom dynamics or taxation.

HKICS reserves the right to alter any part of the qualifying programme, including modules, syllabuses, question paper structure and format, examination regulations and exemption policies at any time.   Questions requiring an understanding of new legislation, rules or codes are only set for examinations held six months or more after the relevant new legislation, rules or codes become effective. All changes will be informed to students in advance by email and published on HKICS website, monthly journal CSj and other Institute’s social media platforms.

 

IQS to CGQP Transition arrangements

Students who have not completed their IQS examinations by 31 December 2019 (including those taking the December 2019 examination diet) will be transited to the CGQP in January 2020.

The Institute will update all students taking the IQS examinations route on the relevant modules which they are required to complete under the CGQP starting from late December 2019.

The transition arrangements from the IQS to the CGQP are set out below:

Starting from 1 January 2020, all students can review from their own login account for the remaining modules under CGQP after the transition from IQS to CGQP. Transition arrangement at this stage will not be applicable to students who had enrolled December 2019 examination diet and current CCA programme students under IQS syllabus.
 

Admission and Exemption

Recognised degree and/or professional qualification holders are eligible to apply for registration as students. Exemption for relevant qualifications may be granted according to the new exemption policies.

Examination

The CGQP examinations will be held in the first two weeks of June and the last two weeks of November each year (unless otherwise advised). The first examination diet will be held in June 2020.

 

Learning Support 

Online study materials under the CGQP will be available to students free of charge by the end of 2019 or early 2020.

To help students better understand the new examination format, pilot examination papers under the CGQP (except for the Hong Kong Taxation module) will be published on the Institute’s website.  For Hong Kong Taxation, the current examination format under the IQS will be maintained. Students may refer to the past examination papers of this module on the Institute’s website.

The Institute will update students when the study materials and pilot examination papers for the CGQP are available.
